400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> Monday (April 27) that it has gotten conditional approval for a national banking charter from the <\/span><a href=\"https:\/\/www.occ.treas.gov\/\"><span style=\"font-weight: 400;\">Office of the Comptroller of the Currency<\/span><\/a><span style=\"font-weight: 400;\"> (OCC) to establish Mercury Bank.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe applied for this charter because the best founders in the country deserve a bank that was built for them,\u201d said <\/span><a href=\"https:\/\/www.linkedin.com\/in\/iakhund\"><span style=\"font-weight: 400;\">Immad Akhund<\/span><\/a><span style=\"font-weight: 400;\">, co-founder and CEO of Mercury. \u201cOur customers have been asking for <\/span><a href=\"https:\/\/www.zelle.com\/\"><span style=\"font-weight: 400;\">Zelle<\/span><\/a><span style=\"font-weight: 400;\">, for expanded lending, for payment infrastructure we actually control. We couldn\u2019t give them those things without a bank charter. Those gaps have always bothered me. This is how we start closing them.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With this approval, Mercury added, it enters the bank organization phase, in which it will try to meet remaining requirements and get final authorization from the OCC, as well as pending approvals from the <\/span><a href=\"https:\/\/www.fdic.gov\/\"><span style=\"font-weight: 400;\">Federal Deposit Insurance Corp.<\/span><\/a><span style=\"font-weight: 400;\"> (FDIC) and the <\/span><a href=\"https:\/\/www.federalreserve.gov\/\"><span style=\"font-weight: 400;\">Federal Reserve<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the new bank becomes fully operational, it will begin offering new capabilities, like Zelle tied directly to accounts for person-to-person and business payments, more lending products for businesses and consumers, and a \u201cdeeper payments infrastructure for faster money movement and more direct control over how payments are processed.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mercury applied for the charter in December, saying it wanted to merge its financial software with the strength and stability of a regulated institution and become <\/span><a href=\"https:\/\/www.pymnts.com\/news\/banking\/2025\/fintech-company-mercury-submits-applications-to-become-national-bank\/\"><span style=\"font-weight: 400;\">\u201cthe bank for builders.\u201d<\/span><\/a><\/p><div id=\"pymnt-2449722080\" class=\"pymnt-content pymnt-entity-placement\" style=\"margin-top: 50px;\"><p style=\"text-align:center\">Advertisement: Scroll to Continue<\/p><script async type=\"text\/javascript\" id=\"dianomi_context_script\" src=\"https:\/\/www.dianomi.com\/js\/contextfeed.js\"><\/script> \r\n<div class=\"dianomi_context\" data-dianomi-context-id=\"4329\"><\/div><\/div>\n<p><span style=\"font-weight: 400;\">The company is part of a wave of FinTechs seeking banking charters from the OCC, a trend PYMNTS explored earlier this year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cTraditionally, FinTech companies have <\/span><a href=\"https:\/\/www.pymnts.com\/news\/banking\/2026\/the-bank-charter-boom-is-creating-very-different-kinds-of-banks\/\"><span style=\"font-weight: 400;\">built around banks<\/span><\/a><span style=\"font-weight: 400;\">, not as banks,\u201d that report said. \u201cThe strategy was simple: partner for access to payments rails, deposit insurance and compliance infrastructure; don\u2019t built it from the ground up yourself.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That model offered speed but also fragility, as sponsor banks could change terms, regulators could reinterpret guidance and public scrutiny picked up after high-profile failures revealed the limitations of <\/span><a href=\"https:\/\/www.pymnts.com\/tag\/banking-as-a-service\/\"><span style=\"font-weight: 400;\">\u201cbanking-as-a-service.\u201d<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">However, receiving a charter is &#8220;not a monolith,&#8221; that report said, as de novo charters in the U.S. cover a range of banking business models. Each are governed by different regulators, operate under different statutes and enjoy different privileges. Although the headlines can blur these lines, the operational consequences are far from vague, the report added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A bank charter \u201cis not a trophy, and it certainly isn\u2019t a product label, but it\u2019s a public trust,\u201d <\/span><a href=\"https:\/\/www.occ.treas.gov\/about\/who-we-are\/history\/previous-comptrollers\/previous-acting-comptrollers\/bio-rodney-hood.html\"><span style=\"font-weight: 400;\">Rodney E.
